Luis Alfonso Vizcarra Quiñonez
Board Member
Public policy and public administration professional with extensive experience across federal, state, and municipal governments in Mexico. He has held senior leadership roles as Deputy Secretary and Director, leading strategic initiatives in public investment, governance, urban development, health systems, real estate management, and public transportation across multiple administrations. His career spans both state and municipal governments in Baja California, including the city of Mexicali.
He currently advises public and private stakeholders as an independent consultant, specializing in real estate project development, public-private investment models, infrastructure, urban mobility, and public transportation. He also participates in the Quasara project as Deputy Project Director in Mexicali and Coordinator of Government Relations.
He holds a Bachelor’s degree in Political Science and Public Administration from the National Autonomous University of Mexico (UNAM).

Carmen Cecilia Rios Olais
Board Member
An architect by training, Carmen holds a Master’s degree in Business with a specialization in Marketing and Business Innovation. She is a PMP-certified Project Manager and has completed executive leadership programs at EGADE Business School. She brings extensive experience in the planning, management, and execution of infrastructure and construction projects.
Carmen has had a 12-year career at Salud Digna, where she currently serves as Special Projects Manager, leading the development of the Salud Digna Institutional Campus—a 55,000+ m² complex comprising two buildings certified LEED Gold and LEED Silver, developed under a comprehensive approach focused on sustainability, operational efficiency, and risk management. Previously, she led projects within the Expansion area, playing an active role in the national growth and consolidation of the organization’s institutional infrastructure, before concentrating her expertise on strategic, high-impact initiatives.

Adriana Eguia
Board Member
Adriana is a seasoned economic development and entrepreneurship professional with over 14 years of experience. Currently the Regional Vice President at Vesta Real Estate and Chair for the Tijuana EDC, she leads industrial promotion efforts across Northwestern Mexico. Previously, she served as CEO of the Tijuana Economic Development Corporation and held roles with Calibaja and Endeavor.
Adriana specializes in foreign direct investment, binational relations, and SME acceleration. She holds degrees in Business Administration, an MBA, and a Master’s in Economic Development from CETYS, as well as executive diplomas from Stanford and ITESM. Her skills span business consulting, public relations, and strategic growth for international business ventures

Jesus Manuel López
Board Member
Manuel López holds a Bachelor’s degree in Civil Engineering from the Autonomous University of Sinaloa and completed graduate studies in Planning at the National Autonomous University of Mexico (UNAM). He served as a public official for the Government of Mexico City and the Government of the State of Sinaloa for a decade, working on mobility, environmental, and energy-related initiatives.
Over the past 15 years of his professional career, he has led and implemented SUKARNE’s energy and environmental policies. SUKARNE is Mexico’s leading company in the production and commercialization of protein. He is one of the creators of the QUASARA project, where he currently leads the planning efforts.

Elias Paez Frias
Board Member
Architect by profession, with a Master’s degree in Environmental Planning and a Ph.D. in Planning and Sustainable Development from the Autonomous University of Baja California. Currently Director of the urban planning and development consulting firm City + Community in Mexicali, Baja California, Mexico. Holds a diploma in Metropolitan Planning from the City Studies Program of the National Autonomous University of Mexico. Member of the American Institute of Certified Planners of the American Planning Association in the United States. Professor of the courses Comprehensive Urban Planning and Territorial Planning in the Master’s program in Strategic Urban Planning at Universidad Iberoamericana, Mexicali campus.
Elias has 15 years of professional experience in the field of urban planning, holding government positions at both the state and municipal levels. Collaborates on urban research with higher education institutions. Since 2008, has been a consultant and advisor to development companies and municipal, state, and federal government agencies on issues of urban planning and development.

Morayma Yaseen
Board Member
Morayma is a senior executive with more than 25 years of experience driving economic development, entrepreneurship, and strategic business growth across public and private sectors. She currently serves as Coordinator of the Vizcarra Family Office and Strategic Projects, where she leads high-impact initiatives focused on investment, innovation, and value creation. Previously, she held the position of Undersecretary of Economy for the State of Sinaloa, where she successfully promoted foreign direct investment, fostered new business ventures, and accelerated the growth of SMEs. She holds degrees in Administration and Finance, an MBA, and executive diplomas from IPADE and ITESM. Her expertise spans business consulting, strategic growth, and public relations, making her a key advisor in building alliances and strengthening organizational competitiveness.
